JAGRATHA SAMITHI 

A Statutory Mechanism for the Protection of Women and Children in Grama Panchayats

 

Jagratha Samithi is the most crucial statutory mechanism functioning at the Grama Panchayat level in Kerala to ensure the safety and security of women and children, and to prevent atrocities against them. In accordance with the Kerala Panchayat Raj Act and guidelines from the Kerala State Women's Commission, this committee operates actively at the Grama Panchayat level.

1. Key Objectives

·         Ensure complete protection, safety, and security for women and children.

·         Prevent atrocities and address complaints promptly in a time-bound manner.

·         Provide free legal assistance and professional counseling services.

·         Create awareness in society regarding the rights of women and children.

Special Note: In addition to the Panchayat-level committee, Ward-level Jagratha Samithis also function in every ward under the leadership of the respective Ward Member.

 

3. Major Duties and Powers

·         Redressal of Complaints: Receive and resolve complaints regarding dowry harassment, domestic violence, outrage of modesty, denial of freedom of movement, and workplace harassment/exploitation.

·         Legal Assistance & Counseling: Ensure free legal aid and professional counseling for women and children who are victims of violence and atrocities.

·         Case Referral: Refer serious cases to the Police, Courts, or the State Women's Commission for further legal action.

·         Awareness Campaigns: Organize ward-level awareness programs on the rights of women and children and applicable laws.

·         Preventing Crimes & Atrocities: Take strong preventive measures against child marriage, female foeticide, substance abuse among children, and human trafficking.

 

4. Importance of Jagratha Samithi

Jagratha Samithi functions as a free, quasi-judicial mechanism where ordinary women—who may hesitate to approach police stations or courts—can express their grievances without fear. The committee meets at least once a month to evaluate and take follow-up actions on received complaints.
